Terms of service

These are the plain-English terms for using numbers.online — our free reverse lookup and risk score, identity verification (one-time for personal, an auto-renewing annual subscription for business), the privacy-preserving identity-match API, and call-list scrubbing. Please read them; using the Service means you accept them.

  • The identity-match API returns only match / no-match / not-verified — it never returns the stored name. Results are one-time use and must be deleted within 30 days.
  • List scrubbing is a compliance aid, not a guarantee — you stay responsible for your own consent and for checking do-not-call registries.
  • These Terms are governed by Singapore law, disputes go to arbitration in Singapore, and our liability is capped as set out below.

1. Who we are and your agreement with us

These Terms are a binding agreement between you and Evergrow Management Pte. Ltd. (Singapore UEN 202524252D), a company incorporated in Singapore with its registered office at 51 Lorong 21 Geylang, #04-03, Space 21, Singapore 388466 (“numbers.online”, “we”, “us”, “our”), the operator of the numbers.online service.

By accessing or using the Service — including running a free lookup, creating an account, buying verification, or calling our API — you agree to these Terms and to our Privacy Policy, which is incorporated here by reference. If you do not agree, do not use the Service.

You confirm that you are at least 18 years old and legally able to enter into a contract. If you use the Service on behalf of a company, organisation or other legal entity, you represent that you are authorised to bind that entity, and “you” in these Terms refers to both you and that entity. Some features (such as the Match API and Scrubbing Service) are offered only to business Customers under additional commercial terms; where those terms conflict with these, the commercial terms govern for that feature.

2. Definitions

  • Service — the numbers.online website, applications, APIs and all features we make available, including the four products described in Section 3.
  • Free Lookup — the no-account reverse phone lookup that returns public status information and a Risk Score for a number.
  • Risk Score — an automated, advisory spam/scam signal derived from community reports and usage patterns, expressed as a score and label.
  • Verified Profile — a phone number that has completed identity verification: for a business, a public business profile; for a personal number, the public “verified & online” status plus its Risk Score.
  • Match API — the privacy-preserving developer API that accepts a phone number and a name and returns only match, no-match, or not-verified.
  • Scrubbing Service — the service that compares a Customer's call or contact list against do-not-contact preferences and returns a suppressed list.
  • Subject — the individual or business to whom a phone number relates.
  • Customer — a business that uses the Match API, the Scrubbing Service or other paid B2B features.
  • End User — any individual who uses the Service, including people running Free Lookups, submitting reports, or verifying a number.
  • Content — any data, text, reports, reviews, documents or other material submitted to or generated through the Service.

3. The services we provide

numbers.online offers four connected products:

  • Free reverse lookup and Risk Score. Anyone can look up a phone number, with no account, and see whether it is verified and its real-time spam/scam Risk Score, which is driven by community reports and usage signals.
  • Optional identity verification. A personal number can be verified for a one-time fee of USD 9 with no recurring charge. A business number is verified via an auto-renewing annual subscription of USD 29/year, charged on the anniversary of purchase unless cancelled. You can cancel anytime from your dashboard; cancellation takes effect at the end of the current billing year. Any earlier reference to a monthly listing fee is obsolete and does not apply.
  • Public business profiles versus private personal numbers. A verified business publishes a public profile (company or brand name, address and details it chooses to show), so customers can recognise and trust it. A verified personal number reveals to the public only that it is “verified & online” together with its Risk Score — never any name, identity or other personal details.
  • B2B identity-match API and marketing preferences and scrubbing. Businesses can use the Match API (submit a phone number and a full name, receive match, no-match or not-verified, with the stored name never returned) and can manage marketing-call preferences and scrub call lists: number owners opt in or out of marketing contact, and Customers submit lists to be cleaned against those do-not-contact preferences.

4. Your account

Some features require an account. When you create one, you must provide accurate, current and complete information and keep it up to date. You are responsible for keeping your credentials, one-time passcodes (OTP) and active sessions secure, and for all activity that happens under your account or API keys.

Do not share your account, credentials or API keys with anyone else, and do not let others use them. Tell us promptly at [email protected] if you suspect any unauthorised use. We authenticate sensitive actions with OTP and session controls. We may suspend, limit or close an account, or revoke API access, if we reasonably believe it is being used in breach of these Terms, for abuse, or in a way that threatens the security or integrity of the Service.

5. Identity verification (KYC/KYB)

Verification confirms control of a phone number and, for businesses, basic business details. It is not a background check, criminal-history check, or any guarantee of a person's or business's honesty, solvency, character or trustworthiness. A Verified Profile only means our verification steps were completed at a point in time.

When you submit documents or information for verification, you warrant that they are accurate and genuine, that you control the number being verified, and that you are authorised to submit them. For a business profile, you warrant that you may publish the business details you choose to show and that publication is done with appropriate consent. We may refuse, revoke or remove a Verified Profile if information is inaccurate, fraudulent or submitted without authority.

Any information and supporting documents you provide for verification (which may include a government ID, utility bill or business registration) are stored encrypted, access-controlled and retained only as long as necessary to provide and secure the Service, plus any limited period required by law, and are deletable on request as described in our Privacy Policy. If we fail to complete verification, the verification fee is refundable as set out in Section 11.

6. Free lookup and the Risk Score — important limitations

Free Lookups and Risk Scores are provided for informational and advisory purposes only. The Risk Score is an automated signal generated from community reports and usage patterns; it is not a judgment about any person, is not a solely-automated decision producing legal or similarly significant effects (within the meaning of Article 22 of the GDPR), and must not be the sole basis for denying anyone a product, service or opportunity. A Subject may contest a Risk Score or report and ask us to review it.

numbers.online is NOT a consumer reporting agency as defined by the U.S. Fair Credit Reporting Act (FCRA), and our lookups, risk scores and match results are NOT ‘consumer reports’. You may not use the Service to decide a person's eligibility for:

  • (a) credit or lending;
  • (b) insurance;
  • (c) employment, volunteering or background screening;
  • (d) housing or tenancy;
  • (e) education or scholarships;
  • (f) a government licence or benefit; or
  • (g) any other purpose covered by the FCRA or any comparable law.

You are solely responsible for any decisions you make. Always verify important information independently and treat the Risk Score as one advisory signal among many, never as a final determination about a person.

7. Acceptable use and prohibited conduct

You agree to use the Service lawfully and respectfully. You must not:

  • harass, dox, stalk, threaten, intimidate, defame or otherwise harm any person, or use the Service to facilitate any of those acts;
  • attempt to locate, identify, profile or contact a minor, or use the Service in relation to minors;
  • scrape, crawl, spider, harvest or use any automated means to access the Service or extract data in bulk, or circumvent rate limits;
  • resell, redistribute, sublicense or use the Service or its data to build, train or populate a competing directory, database or product;
  • reverse engineer, decompile or disassemble any part of the Service, or attempt to bypass, probe or defeat any security or access control;
  • submit knowingly false, misleading or malicious reports or Content, or impersonate any person or entity;
  • use the Service in violation of any applicable law, including data-protection, anti-spam, telemarketing or consumer-protection law.

We may investigate suspected violations and take any action we consider appropriate, including removing Content, suspending access and reporting unlawful activity to the authorities.

8. The identity-match API for developers

We grant Customers a limited, revocable, non-exclusive and non-transferable licence to call the Match API solely as permitted by these Terms and any applicable commercial terms. For each request, the API returns only one of three results — match, no-match or not-verified — and never returns the stored name or any other personal data.

API use is subject to the following conditions, which are material to your licence:

  • One-time use only. You may not cache, store, log or otherwise retain match results to build or enrich a database, and you must delete match results within 30 days of receiving them.
  • No re-identification or enumeration. You may not use the API to re-identify any Subject, to test names against a number (or numbers against a name) to discover identity, or to enumerate or map the directory.
  • Lawful basis and consent. You must hold a valid lawful basis and any consent required by applicable law for every phone number and name you submit, and you warrant this for each submission.
  • Rate limits. You must respect the rate limits and quotas we set, and you must not split, parallelise or otherwise structure requests to evade them.

We may suspend or revoke API access immediately if we reasonably believe these conditions are being breached. For privacy roles and processing details, see our Privacy Policy.

9. Marketing preferences and list scrubbing

The Scrubbing Service compares a Customer's list against do-not-contact preferences and returns a suppressed list. It is a compliance aid only. It does not guarantee compliance with the U.S. Telephone Consumer Protection Act (TCPA), the Singapore Personal Data Protection Act (PDPA) and its Do Not Call provisions, the GDPR, or any other law.

As a Customer using the Scrubbing Service, you agree that:

  • you remain solely responsible for your own consent records and for checking all applicable do-not-call and do-not-contact registries;
  • you warrant that you hold a valid lawful basis for your outreach to every contact on your list;
  • you must re-scrub your list at least every 31 days, because preferences change over time;
  • you may use scrubbing results only to suppress contact (one-time use) — not to enrich, append to or build any other dataset.

Number owners can change their marketing preferences at any time, and we honour the most recent preference at the time of scrubbing.

The outbound pre-call check returns the same suppression read on a single destination and, for a number you have enrolled, records hashed call-provenance metadata to defend that number against reports about calls it did not place. It is a supplementary signal only on the same terms as the Scrubbing Service: a NO_MATCH result is not consent and does not grant permission to call — you remain solely responsible for your own lawful basis. We never assert that any specific call is “compliant”, “safe” or “spoofed”, and enrollment is a self-declared, revocable attestation, not a verdict.

10. Community reports and your content

Reports, reviews and other Content are submitted by End Users. When you submit Content, you grant us a worldwide, non-exclusive, royalty-free, sublicensable licence to host, store, use, reproduce, display and distribute that Content in connection with operating and improving the Service (including showing it as part of a number's public profile and Risk Score). You retain ownership of your Content.

Reports may be submitted by verified account holders and through our key-gated reporting API. Reports are signals provided in good faith, not accusations or verdicts about any person. On the API path, reports are tags-only — free-text is not accepted on that channel, which limits the personal-data and defamation surface. We compute a reporter credibility signal to weight how much a report influences the community read and to resist abuse; reports can be moderated, corrected, removed or disputed.

You warrant that any report you submit is made in good faith and is accurate to the best of your knowledge. We may moderate, edit, refuse or remove any Content at our discretion, but we are not obliged to monitor it. A Subject who believes a report is inaccurate or unfair may dispute it and request correction by contacting [email protected]; we will review and, where appropriate, correct or remove it.

Community Content reflects the views of the people who submitted it and is provided without any warranty of accuracy. We are not responsible for the truth of user-submitted reports, and nothing in the Service is intended to defame any person.

11. Fees, payment and refunds

Personal verification is a one-time USD 9 fee with no recurring charge. Business verification is an auto-renewing annual subscription: USD 29/year, charged automatically on the anniversary of purchase unless cancelled. We disclose the price and renewing nature before you pay. You may cancel anytime from your dashboard or by emailing [email protected]; cancellation stops future renewals and takes effect at the end of the current billing year. Payment is processed by our third-party payment provider.

If we fail to complete verification, the verification fee is refundable. Refunds are not generally available simply because you change your mind after verification has been completed, except where required by law. Prices are exclusive of taxes; you are responsible for any applicable taxes, duties or charges. If you initiate a chargeback or payment dispute in bad faith, or otherwise abuse our payment or refund processes, we may suspend or terminate your access and recover amounts owed.

12. Intellectual property

The Service, including its software, design, text, graphics, the numbers.online name and logo, and all related intellectual property, is owned by us or our licensors and is protected by law. We grant you a limited, revocable, non-exclusive, non-transferable licence to access and use the Service for its intended purpose, subject to these Terms.

If you send us feedback, suggestions or ideas about the Service, you grant us a perpetual, irrevocable, royalty-free licence to use them without restriction or obligation to you. You may not copy, frame, mirror, scrape or reproduce any part of the Service except as expressly permitted, and you may not use our trademarks without our prior written consent.

13. Third-party services and data sources

The Service relies on third parties — for example, payment processors, OTP and messaging providers, and hosting and infrastructure providers — and may incorporate or reference data from public records and other third-party sources. Your use of those third-party services may be subject to their own terms and privacy policies, and we are not responsible for them.

Third-party and public data may be incomplete, out of date or inaccurate, and we do not warrant it. Links or references to third-party sites or services do not imply our endorsement.

14. Disclaimers — the Service is provided “as is”

To the maximum extent permitted by law, the Service and all data, lookups, Risk Scores, match results and other outputs are provided “AS IS” and “AS AVAILABLE”, without warranties of any kind, whether express, implied or statutory. We do not warrant that the Service or any data is accurate, complete, current, reliable, uninterrupted, secure or error-free, or that it will meet your requirements.

We disclaim all implied warranties, including warranties of merchantability, fitness for a particular purpose and non-infringement, to the fullest extent the law allows. You use the Service, and rely on any of its outputs, at your own risk.

15. Limitation of liability

To the maximum extent permitted by law, in no event will we be liable for any indirect, incidental, consequential, special, exemplary or punitive damages, or for any loss of profits, revenue, data, goodwill or business, however caused and whether in contract, tort (including negligence) or otherwise, even if we have been advised of the possibility of such damages.

Subject to the “AS IS” nature of the Service, our total aggregate liability arising out of or relating to the Service and these Terms is limited to the greater of USD 100 or the fees you paid us in the six (6) months immediately before the event giving rise to the claim. Nothing in these Terms limits any liability that cannot be limited or excluded under applicable law.

16. Indemnification

You agree to defend, indemnify and hold harmless numbers.online and its officers, directors, employees and agents from and against any claims, liabilities, damages, losses and expenses (including reasonable legal fees) arising out of or related to: your use or misuse of the Service; your Content or submissions; your breach of these Terms; or your violation of any law, including the FCRA, the TCPA, the PDPA, the GDPR or other data-protection, anti-spam or consumer-protection laws, or the intellectual-property or other rights of any third party. This includes claims brought by Subjects whose data you submitted to the Match API or Scrubbing Service.

17. Suspension and termination

You may stop using the Service at any time and may close your account by contacting us. We may suspend or terminate your access to all or part of the Service, with or without notice, for cause (including breach of these Terms, abuse, fraud, non-payment or risk to the Service or others) or for convenience.

On termination, your right to use the Service ends. Provisions that by their nature should survive — including definitions, fees already incurred, intellectual property, disclaimers, limitation of liability, indemnification, governing law and dispute resolution — survive termination. We will handle any personal data after termination in accordance with our Privacy Policy.

18. Governing law and dispute resolution

These Terms and any dispute arising out of or in connection with them or the Service are governed by the laws of Singapore, without regard to conflict-of-laws rules.

Any dispute, controversy or claim that cannot be resolved amicably will be referred to and finally resolved by arbitration administered by the Singapore International Arbitration Centre (SIAC) in accordance with its rules, with the seat of arbitration in Singapore and the proceedings conducted in English.

As a carve-out, either party may seek injunctive or other equitable relief in the courts of Singapore to stop scraping, intellectual-property infringement, unauthorised access or other conduct that would cause irreparable harm. Nothing in this section limits or waives any non-waivable statutory rights you may have as a consumer, or your right to bring a matter before a competent authority where the law gives you that right.

19. Changes to these terms; general provisions

We may update these Terms from time to time. When we make material changes, we will update the “Last updated” date and give reasonable notice, for example by posting on the Service or by email. Your continued use after changes take effect means you accept the updated Terms.

We may send notices to you by email or through the Service; you may send legal notices to us at [email protected]. We may assign these Terms in connection with a merger, acquisition or sale of assets; you may not assign them without our consent. If any provision is found unenforceable, the rest remain in effect. Our failure to enforce any provision is not a waiver. These Terms, together with our Privacy Policy and any applicable commercial terms, are the entire agreement between you and us about the Service. Neither party is liable for failure or delay caused by events beyond its reasonable control (force majeure).
